This report presents a unique analysis of Low-income home-owners in Wales, documenting the level of home-ownership in relation to levels of income.
Drawing on an extensive statistical analysis of the Welsh House Condition Survey, the report highlights the high level of home-ownership in Wales compared to other parts of the UK, despite relatively low levels of average incomes.
While the report focuses primarily on the extent and characteristics of Low-income home-owners in Wales, it also presents the results in the context of earlier English, Scottish and Welsh analyses and draws out both common and divergent characteristics of the Low-income home-owner sector in each country.
It presents a critique of 'official' poverty measures and has key implications for Welsh housing policy.
