The new city-founder doubtless thought that he was providing amply for the metropolis he had in view when he laid out a site from river to river two miles in extent, and one mile in width to north and south.

It would have been like a dream of Aladdin to fancy a city like that which now exists, 129 square miles in area, 22 miles in extreme length and with a width varying from five to six miles.

This is what the two square miles devised by Penn have become.

Of course, much the greater part of this broad area is not closely covered with buildings, but its rural section is in a measure occupied by partly de tached towns and Villages, outlying parts of the great city near at hand and the rule Of which extends over the whole region.
